His new chewy, chocolaty ‘Tootsie Rolls’ caught on with the kids in his neighborhood and thus an American icon was born. In 1931, the famous Tootsie Pop was born. Revolutionary for being the first soft centered lollipop, Tootsie Pop has become a part of American Culture. How many licks does it take to get to the Tootsie Roll center of a Tootsie Pop? Since Mr. Owl first dared to unravel one of the confectionary world’s most puzzling secrets in the classic 1970’s TV commercial, dedicated Tootsie Pop fans across the globe have tried to find the answer.
